Developing School Division Capacity: The 21st Century Leadership Focus on Learning | Quality of WorkLife Consultants (QWLC)
Program Description
- Five-day Residency 40 hours
- On-line Study 90 hours
- Fifty Multiple Choice Examinations 25 hours
- Optional Specialty Declared Practicums Variable
The academic requirements consist of 130 hours of instruction. Forty hours are completed in a core-topic Residency Phase conducted three times annually. The remaining instruction and test requirements are completed on-line. Selected on-line requirements may be completed prior to the Residency. The Practicum requirements are completed at the participant's location and depend upon the prioritized requirements of the school division and the declared specialty of the participant. Participants receive a comprehensive library for study and application as well as program management software to assist with both course requirements and the implementation of locally designed leadership initiatives.
This program of instruction is in use by a wide range of organizations. QWLC certifies participants who satisfactorily complete course and practicum requirements as Quality of WorkLife Practitioners. Adaptation to public education leadership is accomplished by participant-declared specialty.

This approach addresses the Council of Chief State School Officers, Interstate School Leaders Licensure Consortium, Standards for School Leaders, and published Virginia Standards for Administrators.
Program Goals and Objectives
By the end of this program, participants will be able to successfully meet or exceed leadership behaviors published as the Virginia Standards with ISLLC Standards as referenced in this catalog. Specifically, behaviors will include the abilities to achieve the following outcomes:
- Participants become more proactive in finding and resolving root problems.
- Participants take the initiative to seek out and develop productive team relationships.
- Participants initiate more economical improvements that yield improved results.
- Participants create value-added relationships across organizational boundaries.
- Participants will develop an aggressive track record of attracting needed resources.
- Participants adopt standards that form an exemplary yardstick to judge success.
- People in user organizations will make decisions with increased fairness and equity.
Program Format
The learning strategies engage a progression from an initial low-cost inquiry through an understanding of the complete Organizational Change System model to a solid implementation of a sustainable leadership initiative along the following recommended progression:
- Exploration. Interested individuals are invited to explore the academic and practical course requirements.
- Application. An on-line application is completed that helps an assigned mentor recommend a specific sequence of instruction and experiential learning opportunity that will meet the applicant's declared specialty objective.
- Residency Requirement. The 5-day Residency is completed in small group sessions that demand a concentrated effort. Residency options may include either a mixed-client (recommended) or discrete public education setting.
- Acquire Library. The comprehensive library is normally delivered at the Residency, but may be acquired prior to the Residency if the assigned mentor recommends pre-work.
- Acquire Software.CapacityWare™ is installed so that participants will have full access to advanced program management software as part of the on-going development process.
- Examination(s). Fifty on-line examinations are completed as course material is covered. The assigned mentor monitors results.
- Practicum. For those who desire and declare an advanced specialty, one or more practical experiences are required and monitored by the assigned mentor.
- Licensure. A "temporary" license is provided when Residency requirements are completed. A permanent license and full CapacityWare™ Practitioners International Network privileges are extended upon the completion of all course requirements.
Target Audience
There are three levels defined somewhat by the roles people will fill. These three groups are primary candidates for participation in the program of leadership development:
- First Priority - School Board Members, Superintendents, School Principals.
- Second Priority - Those preparing for first priority positions.
- Third Priority - Those in a direct support role to first priority positions.
Duration of Program
The academic course requirements must be completed within 12 months of Residency. Extensions are available for practicum completion.
Outcomes Measured
Developing work life capacity is the primary challenge of leadership. Work life capacity, whether student or superintendent - teacher or bus driver, is measured by the degree to which problems are identified and solved without significant intervention - it is the hallmark of self-sufficiency. The journey to self-sufficiency is the journey to good citizenship. Software provided in course material determine the degree to which organizational problems remain unsolved by engaging a combination of surveys, inventories, and audits.
Program Evaluation
Three levels of evaluation are embedded within the program:
I ndividual Evaluation - Are individuals able to achieve program goals and objectives?
Event Evaluation - Did the event design achieve stated outcomes?
Organizational impact - Is the organization able to find and fix problems that plague it?
